The Empress represents the mother Earth. When she appears in a reading there is something to be created. The Empress is the head of her family and the glue that holds everyone together.

The Empress is a card of passion. It’s both the raw sexual desire that must exist in order for the human race to continue, and the unconditional love that the "mother" has for her children.
In a very traditional sense, the empress represents a mother, who gives life to a child and as a mother, has an unconditional love for that child. But that is really just the key to understanding what the card represents, because the cards don’t have to be taken as their traditional meaning, rather that meaning gets applied to the person or situation at hand when the cards are pulled. The Empress does not have to represent a woman, or even a mother for that matter, rather it represents a person who acts like a mother should. A person who has an unconditional love for another person, or even a passion. It can be about a father who takes on the role of a mother, or it can be about working passionately on a project. When someone starts a new business, they are acting as the Empress over their new “baby”.
The Empress can be lifelong for someone who is a mother, that will always care deeply for her children, and is always willing to care for them when they need it. At other times the Empress can be a phase of needing to act like the Empress.
The Empress is a card of acting with passion through feelings or pleasure rather than thought - as in the instinctual way that a mother cares for her child.
